		<description>I totally agree with the post. Quotas is a made up thing by instructors. Why? Because it gets them off the hook! Pupils fail because they are not good enough. It's as simple as that. So who is to blame for the pupil not being good enough? Yes you've guessed it, the instructor. So by them blaming the examiner for reaching his quota the instructor is simply passing the buck.</description>

		<description>It is an interesting conspiracy and one which springs to mind when one encounters some poor driving on the roads - we wonder if perhaps they were a lucky 'guaranteed' pass and that really they could have done with a few more lessons! 

It is most likley a conspiracy though, as Newr Driver states it can make it easier to cope with a fail if you think of it as a problem with statistics, rather than your own fault. If this helps them not lose confidence then it seems a fairly safe conspiracy to me.</description>
